Gulmi, April 21: Nepali Congress leader Gagan Thapa has blamed the government saying that it was promoting black-marketing and corruption.

At a news conference organized by the Nepal Press Union here today, leader Thapa added that the NC should play a constructive role remaining in the opposition.
