House passes Education Bill

Kathmandu, June 4: The annual report of the Good Governance and Monitoring Committee has been presented in the meeting of the Legislature-Parliament today.

Committee president Mohan Singh Rathour tabled the Good Governance and Monitoring Committee’s Annual Report 2072 BS in the meeting.

Speaking on the occasion, Rathour underlined the need of fighting corruption and irregularities which he said was proliferating in every sector for establishing good governance and social change in the country.

House passes Education Bill
The Legislature-Parliament today unanimously passed the Education (Eighth Amendment) Bill – 2072 BS.

The House endorsed the bill unanimously after the Parliament Speaker Onsari Gharti presented a proposal in the meeting seeking that the Parliament ratify the bill.

Earlier to this, Minister for Education Giriraj Mani Pokharel had presented a proposal in the meeting of the Legislature-Parliament that the parliament hold discussions on the bill along with the report of the Women, Children, Senior Citizens and Social Welfare Committee.

Taking part in the discussions on the proposal, Keshav Prasad Badal complained that the bill has the provision restricting the cooperatives to work in the education sector terming the provision as contradictory to the constitution.

Chudamani Junglee Bishwakarma suggested incorporating provisions in the bill creating the environment whereby higher education would be easily accessible for the people from the poor and oppressed sections and banishing the ill practice of caste discrimination (untouchability) from society by means of education.

Prem Suwal suggested further reforming the Education Bill to address the problem of the large school dropout rate.

Badri Prasad Pandey said that the bill should have provisions for improving the quality of education in the community schools.

Lawmakers Gita Chhetri, Dhaniram Poudel, Ganesh Singh Thagunna and Rameshwar Phunyal underlined the need for incorporating more provisions in the bill to meet the need of transformation and reform in education.

Responding to questions that came up during the discussions, Minister Pokharel described the bill as the national need which incorporated urgent issues in the education sector that needed to be addressed immediately.

He added that the bill has incorporated provisions related to education as the fundamental rights, urging the parliament to pass the bill.
The Legislature-Parliament will next meet at 11 am on June 15. RSS
