Kathmandu, June 10: President of the main opposition Nepali Congress (NC) today accused the incumbent government of being apathetic towards the implementation of the constitution.

Urging to be alert to a conspiracy being hatched in the country against the implementation of the constitution, the former Prime Minister charged the government with a failure to foil such attempts and implement the constitution effectively.

He also suggested making preparations to hold the elections to all the local, province and federal bodies within the Nepali month of Mangshir of 2074 BS. “The government has not made any preparations for this so far however,” he said.

He was addressing the inaugural ceremony of the 3rd national general convention of the Nepal Civil Society in the Capital.

He said that his party could create an environment of consensus for the implementation of the constitution even while staying in opposition.

Stating that he was in favour of a national consensus government, he however viewed that such government should not be formed only to serve the interests of those joining the government.

On the previous bid to topple the incumbent government, he clarified that his party took a step to form a new government following the statements about a failure to run the government made by some leaders of the coalition partner of the incumbent government.

On the most contentious issue of Madhes, he said that he himself and his party were taking steps to sort out the issue, offering suggestions that both the protesting party should find a common ground to resolve the matter by taking a step back (as for the protesting party, it should shun its mindset of getting its all demands fulfilled and the concerned authority should abandon its mindset that Madhes-based parties should not be given anything).

In a different context, Deuba stressed the need for good governance, confidence and dignity, saying that opposition party would play an important role in helping incumbent government maintain check and balance.

Likewise on the occasion, ruling CPN-UML secretary Pradip Gwayali stressed the need for consensus among major political parties for the implementation of the constitution.

Similarly, leader of the CPN (Maoist Centre) coalition partner of the government Krishna Bahadur Mahara was of the view that transitional period of the country would be ended only through the implementation of the constitution and that civil society would play an important to this effect.

NC leader Bimalendra Nidhi and law expert Nilambar Acharya also spoke at the event. RSS
