They were arrested from Kowadanda of Hariharpurigadhi Rural Municipality-6 in the district with explosive devices.
Police made them public today by organizing a press meet in district police office.
The arrested are Rajan Basnet of Mithila Municipality-10, Dhanusha and Purna Bahadur Bhujel of Hariharpurigadhi Rural Municipality, Sindhuli, said DSP Binod Sharma.
