Speaking at an interaction organized by the Ministry on the legal campaign against the untouchability and caste discrimination, Minister Nayak added that the local poll was essential even to implement the constitution.
He added that all should forge consensus to create the environment for the election adding that the nation was entering in new phase of federalism.
